May 1 Updates On HPAI In Lactating Dairy Cows

Ongoing Work to Ensure Continued Effectiveness of Federal-State Milk Safety System

The FDA is announcing an additional set of results from our national commercial milk sampling study underway in coordination with USDA. The study includes 297 total retail dairy samples. New preliminary results of egg inoculation tests on a second set of 201 quantitative polymerase chain reaction (qPCR)-positive retail dairy samples, including cottage cheese and sour cream, in addition to fluid milk, show that pasteurization is effective in inactivating HPAI.

This additional preliminary testing did not detect any live, infectious virus.

APHIS Requirements and Recommendations for Highly Pathogenic Avian Influenza (HPAI) H5N1 Virus in Livestock For State Animal Health Officials, Accredited Veterinarians and Producers

Highly Pathogenic Avian Influenza A (HPAI) H5N1 virus is an emerging disease in cattle. Federal and State agencies are moving quickly to conduct additional testing for HPAI (H5N1) virus, including viral genome sequencing to provide a better understanding of the situation to characterize the HPAI (H5N1) virus strain or strains associated with these detections as well as other components of this disease event at the connection between animals, people, and the environment. The genetic and epidemiological data indicate spillover of the virus from wild birds to dairy cows and some instances of spread from dairy to dairy and from dairy premises to poultry premises. Based on this analysis, we have learned that the whole genome sequence for virus found in positive herds in 8 states and on two recent commercial poultry premises in two different states indicates it is the same strain affecting both dairy cattle and poultry. While it is still unclear exactly how virus is spreading, the virus is shed in milk at high concentrations; therefore, anything that comes in contact with unpasteurized raw milk, spilled milk, etc. may spread the virus including other animals, vehicles, and other objects or materials. Therefore, both dairy and poultry producers should re-double biosecurity efforts and be vigilant about monitoring for and controlling disease in their herds and flocks.

What We Know About HPAI in Livestock as of April 24

On Friday, March 29, USDA APHIS confirmed the detection of highly pathogenic avian influenza (HPAI) in dairy herds, with confirmations now in Texas, Kansas, Michigan, Idaho, New Mexico, Ohio, North Carolina, and South Dakota. On Wednesday, April 24, the Animal and Plant Health Inspection Service (APHIS), United States Department of Agriculture

(USDA), is issuing this Federal Order to prevent the spread of highly pathogenic avian influenza (HPAI). The federal order will become effective on Monday, April 29, requiring pre-movement testing for HPAI on lactating cows in intrastate commerce. A Guidance document for the implementation of the order is expected to be issued on Thursday, April 25, 2024.

Detection of Highly Pathogenic Avian Influenza (H5N1) in Dairy Herds: Frequently Asked Questions

Since late March 2024, the U.S. Department of Agriculture, Food and Drug Administration, Centers for Disease Control and Prevention, and state veterinary and public health officials have been investigating the emergence of highly pathogenic avian influenza in dairy cows, with one human infection. USDA’s Animal and Plant Health Inspection Service is maintaining resources, including a list of detections in cattle to date as well as biosecurity information for farmers, veterinarians and farmworkers at Highly Pathogenic Avian Influenza (H5N1) Detections in Livestock | Animal and Plant Health Inspection Service.

The Iowa Department of Agriculture and Land Stewardship today provided an update on the continually evolving situation regarding the spread of Highly Pathogenic Avian Influenza (HPAI) in dairy cattle and poultry flocks in other states, strongly encouraged both dairy farmers and poultry producers to heighten their biosecurity protocols and practices, and reminded consumers that pasteurized milk and dairy products are safe to enjoy.
